This mansion was once the old residence of a lawyer who became the 4th district congressman of Leyte, Dominador Medalle Tan. He was noted as one of the authors of the 1935 Philippines Constitution under President Manuel L. Quezon. The Tan Mansion Ruins in Ormoc City was built during the 1930s and was completed a year before the commencement of World War II.
Ormoc cemetery has a somber monument to the victims of the flash flood caused by the tropical storm Thelma in 1991 which decimated the city, causing vast property damage and around 8000 casualties. This Flash Flood Memorial Marker sits atop the mass grave of these souls.
