When the Japanese occupied Ormoc, it was utilized as one of the headquarters of the Japanese military operations in Leyte and was partially destroyed by the bombings of the famous Battle of Ormoc Bay. Instead of being demolished, these ruins have been preserved and have been treated as a shrine by both the Japanese, who visit this site every years, and also local Filipinos who recall their history from this era.

This mansion was once the old residence of a lawyer who became the 4th district congressman of Leyte, Dominador Medalle Tan. He was noted as one of the authors of the 1935 Philippines Constitution under President Manuel L. Quezon. The Tan Mansion Ruins in Ormoc City was built during the 1930s and was completed a year before the commencement of World War II.
